Teacher Trainees to get allowances in August

Teacher Trainees in the Public Colleges of Education shall not receive their monthly allowances for the month of March 2021 as they earlier anticipated.

The National TTAG President indicated, per the academic calendar with the Students Loan Trust Fund (SLTF) and his engagement with the SLTF, allowance for trainee teachers for the second semester is scheduled for payment for the months of May, June, July and August.

This information was communicated to the trainees through an interview granted Colleges of Education Journal, a weekly Journal on activities pertaining to Colleges of Education, by Augustine Appiah, the National President of the Teacher Trainees Association of Ghana (TTAG)

The Ministry of Health on July 21, 2016 announced government’s decision to pay an abated Nurses Trainee Allowance as a stopgap measure to the introduction of Students Loan Scheme in the various Nursing Training Colleges.

The Nursing Colleges have begun payment of these allowances through the School’s Finance Offices due to the locations of the schools and the amount involved.

The untaxed amount is One Hundred and Fifty Ghana Cedis *(GHC150.00)* per student for three months making a total amount of Four Hundred and Fifty Ghana Cedis *(GHC450.00)* per student.

This was a recommendation by the Technical Committee set up by the HE President to review the Nursing Trainee Allowance Policy. The payment as mentioned earlier is to serve as a bridging mechanism pending the amendment of the Students Loan Trust Act, to enable Students in Non-tertiary Health Training Institutions access Loans.

All accountants are advised to pay the amount in full without any deductions. Any person found doing otherwise will be dealt with.

The Ministry of Health will continue to seek the outmost interest of our trainee nurses.

With Colleges of Education, they have not received their monthly stipends since March and this is the time these students needed this allowance very much for the following activities geared towards partaking in the E-Learning;

1.Acquisition of smartphones
2. Servicing of faulty phones and laptop computers for easy operability.

3. Travelling to centres where access to internet service is available.

4. Lastly, the purchasing of data for Internet service.

Now that the E-Learning has become mandatory on all tertiary students since universities will not repeat their lessons when school reopens according to Deputy Minister for Education Dr. Yaw Osei Adutwum.This caveat is causing a lot of pain in the majority of Teacher Trainees as they are forced to go by this order hence their cry. It is obvious that this insensitive government will not pay heed to the cry of these helpless students because according to Deputy Minister of Education Gifty Twum Ampofo, Government has no plan to support tertiary students with data for E-Learning programme. Government has resumed the payment of nursing and teacher trainee allowances using the e-zwich biometric system. The move will ensure transparency, a proper audit trail and prevent duplications on the payroll.

The payment of the allowance to the trainees has been handed over to the Student Loan Trust Fund (SLTF), the body mandated to disburse loans to tertiary students.

The SLTF has been using the e-zwich to disburse students’ loan over the years and is the same system that will be used to pay the trainee nursing and teachers’ allowance.

The use of e-zwich to disburse such funds is also expected to inculcate in the students, the habit of using electronic payment cards and eventually discourage the over reliance on cash for transactions.

Commenting on the development, the Chief Executive Officer of Ghana Interbank Payment and Settlement Systems (GhIPSS) Mr. Archie Hesse, commended government for allowing these payments to be made through e-zwich.

He said the move is in furtherance of the cash-lite agenda and urged the students not to only receive the electronic funds on the card but to also use the card to make payment and transfer of funds to Teacher and Nursing Trainees allowances.

Teacher and Nursing Trainees allowancesGhIPSS has been setting up agents to offer e-zwich services to complement the financial institutions in order to make the service readily available to the teaming number of people, who now use it. A number of banks’ Automated Teller Machines (ATMs) are also being reconfigured to accept e-zwich cards, just to increase the number of channels through which e-zwich can be accessed.

Mr. Hesse said GhIPSS will continue to work to ensure that e-zwich card holders enjoy smooth service at all times. He explained that there are designated staff, who visit the agents, the financial institutions and the ATMs to ensure efficient delivery of service.

The GhIPSS Boss urged the banks to see the payment of nursing and teacher trainee allowance as an opportunity to win over new depositors. He therefore challenged them to find innovative ways to make the use of e-zwich cards an enjoyable experience that will endear students to their banks.

Currently, student loans, National Service allowance, Youth Employment Agency remunerations and the various government social intervention programmes are carried out through the e-zwich with the nursing and teacher trainee allowance being the latest.
This implies that huge sums of transactions will be done through the e-zwich.

Mr. Hesse also urged shop owners to get hybrid Point of Sales (POS) devices in their shops so that they can also tap into the phenomenal growth that the e-zwich is experiencing. Teacher and Nursing Trainees allowances
